On April 29 and 30, 2026, the OVER-SEES project: VET Excellence Leadership for the Twin Transition in European Islands held its second workshop at Iscte-Instituto Universitário de Lisboa, focusing on the integrated governance of vocational education and training (VET).

In the scope of Change Lab and titled “Workshop 2 – From shared diagnosis to a common model of Integrated Governance for VET excellence in European Islands,” the event marked a crucial step in the project’s collaborative process. Building on the foundations established during the first workshop in November 2025, participants moved from identifying systemic challenges to designing concrete governance solutions.
The opening session featured prominent contributions from Prof. Jorge Costa, Vice-Rector for Research at Iscte; Maria João Carreiro, Regional Secretary for Youth, Housing and Employment of the Government of the Azores; Margarida Garrido, Director of CIS-Iscte; and Francisco Simões, researcher at CIS-Iscte and coordinator of the OVER-SEES project.
The workshop focused on consolidating the collective knowledge developed so far and translating it into operational tools and frameworks. The goal was working on the co-design of a Common Integrated Governance Model in Vocational Education and Training, presented in both visual and narrative formats, designed to be flexible, scalable, and adaptable to diverse island contexts.
