RESEARCH UNIT FUNDING

CIS-Iscte is rated as "Excellent" by FCT. This classification is based on the scientific and technological activities carried out between 2018 and 2023, as well as the objectives, strategies, activity plan, and organizational model proposed for the period 2025 to 2029. As a result, CIS-Iscte received three program contracts.

Multi-Year Funding for R&D Units, 2025–2029

CIS-Iscte received a total of 1.876.778,36€ from FCT for the period 2025-2029. The total funding allocated to the R&D Unit comprises the base funding and programmatic funding components, which are intended to further the objectives set forth in Article 11 of the Regulation, namely:

  1. Strengthen the institutional foundation of the national science and technology system through R&D units;

  2. Support the provision of basic shared resources for R&D activities and initiatives aimed at creating, strengthening, or enhancing the conditions provided by each R&D unit to better achieve its objectives;

  3. To supplement, as deemed appropriate, the funding secured by R&D units for general activities and the strengthening of internationalization, in order to ensure institutional conditions that maximize the use of available resources, particularly to stimulate strategies for career development and stabilization. To contribute to the costs of further exploitation of the results of activities and projects already completed whose objectives have been successfully achieved.

Investment C05-i13 - Scientific Research Units (PRR)

This financial support of 152.849,11€ is intended for the modernisation and restructuring of scientific research units, including their digital transformation, and is aimed at the acquisition of major scientific equipment, sets of scientific instruments, scientific archives and data, other knowledge-based resources, computing and programming systems, communication networks that promote open digital access, and/or other instrumental infrastructure to foster excellence in research and innovation activities, and was approved under AAC No. 01/C05-i13/2025 by the Intermediate Beneficiary on 21 July 2025 and entered into on 1 September 2025, pursuant to Article 45(1) of Decree -Law No. 63/2019 of 16 May, published in Series I of the Diário da República under No. 94, which establishes the legal framework for institutions engaged in research and development, and pursuant to the Regulation on the Evaluation and Multi-annual Funding of R&D Units, of Decree -Law No. 29-B/2021 of 4 May, in its current version, which establishes the governance model for European funds allocated to Portugal through the Recovery and Resilience Plan (RRP), Technical Guidelines of the RRP, Regulation No. 404/2022, amended and republished by Regulation No. 1251-A/2023, published in the Official Gazette, 2nd series, No. 225, of 21 November, hereinafter referred to as the Regulation, and mutually accepting this programme contract.

List of hardware and components purchased under this funding scheme:

  • Procurement of an open-source solution for secure and sustainable scientific computing, and the associated implementation and operation services, within the context of the units’ multi-annual funding, aimed at meeting the computing needs of their researchers who, by virtue of the various scientific units that make up the association, are highly diverse, spanning fields ranging from the social sciences (which are not particularly technology-intensive) to the engineering disciplines (which are highly technology-intensive).

  • Procurement of high-performance network infrastructure for the secure interconnection of computing and storage systems in R&D, designed as an extension of the existing infrastructure, ensuring high bandwidth, low latency and continuous operation between data centres, computing systems and storage systems.

  • Procurement of a secondary data storage system for HPC replication

Investment C05-i13 - Scientific Research Units (PRR2-EQUIPAR+)

This financial support of 369.116,68€ is intended for the modernisation and restructuring of scientific research units, including their digital transformation, and is aimed at the acquisition of major scientific equipment, sets of scientific instruments, scientific archives and data, other knowledge-based resources, computing and programming systems, communication networks that promote open digital access, and/or other instrumental infrastructure to foster excellence in research and innovation activities, and was approved under AAC No. 02/C05-i13/2025 – EQUIPAR+2 by the Intermediate Beneficiary on 4 December 2025 and entered into on 12 December 2025, pursuant to Article 45(1) of Decree -Law No. 63/2019 of 16 May, published in Series I of the Official Gazette under No. 94, which establishes the legal framework for institutions engaged in research and development, and pursuant to the Regulation on the Evaluation and Multi-annual Funding of R&D Units, of Decree -Law No. 29-B/2021 of 4 May, in its current version, which establishes the governance model for European funds allocated to Portugal through the Recovery and Resilience Plan (RRP), Technical Guidelines of the RRP, Regulation No. 404/2022, amended and republished by Regulation No. 1251-A/2023, published in the Official Gazette, 2nd series, No. 225, of 21 November, hereinafter referred to as the Regulation, and mutually accepting this programme contract.

List of hardware and components purchased under this funding scheme:

  • Procurement of a secondary data storage system for replication, designed to receive replicated data from production systems, store backups and ensure the long-term retention of research data in accordance with obligations arising from Open Science policies and the adoption of the FAIR principles.

  • Procurement of a high-performance all-flash primary storage system for R&D, essential for ensuring the continuity, efficiency and scalability of research support services. It enables significantly shorter response times, consistent performance under mixed workloads and greater predictability in the execution of critical applications – all key factors in ensuring the quality of scientific results.

  • Procurement of physical infrastructure for a high-performance computing data centre to comply with best practices in information security, service continuity and regulatory compliance, including principles aligned with the requirements applicable to NIS2, with regard to availability, integrity, confidentiality and technological risk management.

  • Procurement of a smart laboratory cabinet equipped with biometric facial access control, an RFID identification system and dedicated software in an on-premises environment.

  • Procurement of an unstructured data storage system for R&D to directly expand the existing infrastructure. This option allows the production architecture to be retained, thereby avoiding the need for technological adaptations, reconfigurations of operational systems, replacement of components or the development of additional interoperability mechanisms, and the associated additional costs.

  • Procurement of high-performance network infrastructure for the secure interconnection of computing and storage systems in R&D, to strengthen and expand the network interconnection infrastructure currently in operation.

  • Procurement of a secondary data storage system for replication.

  • Procurement of IT equipment for visualisation, media and audiovisual laboratories, with the aim of modernising, strengthening and enhancing the scientific capacity of research units, whilst ensuring the technological resources required for the production, processing, editing, analysis and dissemination of scientific content in digital format.

  • Procurement of computing clusters to equip R&D laboratories, ensuring the technological resources required for the operation of mobile laboratories and analytical laboratories for the collection, processing, analysis, visualisation and interpretation of scientific data.

  • Procurement of IT equipment to fit out R&D laboratories, including tablet computers, to provide the technological resources required for the operation of mobile laboratories and analytical laboratories for the collection, processing, analysis, visualisation and interpretation of scientific data.
